February, 2007 with vast experience of more than 35 years as an officer of IRSE.
He has been attached with the most challenging projects on Indian Railways and
the Company is confident that under his guidance, it will achieve new heights in
performance in time to come. |

Mr. D.C. Mitra, took over as Managing Director of Rail Vikas Nigam Limited on 5th July, 2006. Born on 11th September 1949, Mr. Mitra is a Civil Engineer from Jadavpur University, Kolkata and has immense experience in Project management on Indian Railways. In his career spanning about 33 years, he started with Engineers India Limited where he acquired expertise in design of complicated structures. He has held various prestigious positions in Indian Railways, which include Principal Chief Engineer/Southern Railway and South-Eastern Railway, Divisional Railway Manager/Sealdah, Kolkatta and Deputy Chief Engineer (Construction)/Malda. As DRM, Sealdah, he created number of all time high records, which involved multi-disciplinary teamwork. He also created number of records over Indian Railways regarding performance of Track machines. As Deputy CE (Construction)/Malda, he executed numerous complicated projects well ahead of schedule. He has participated in various National and International Conferences and Programmes such as Rail Mechanization in USA and Italy, High speed Routes and Turnouts and Working of Track Machines in Germany and Austria under World Bank and UNDP Scheme and Setting up of Concrete sleepers Plants in Egypt. Mr. Mitra has the flair for executing works entrusted to him with quality and in scheduled time. His above qualities would definitely help RVNL to execute its projects with high standards and in time bound manner. |

Mr. Ranjan Kumar Jain an officer of Indian Railway Traffic Service has taken over as the Director (Operations) Rail Vikas Nigam Ltd. (RVNL). Mr. Jain is a B.E. (Electronics & Communications) from University of Roorkee and has completed MBA programme (Advance Diploma). In his career on the Indian Railways, he has immense experience of Infractural and Investment Planning. He has played an active role in conception and detailing of National Rail Vikas Yojana as a major non-budgetary investment initiative of Government of India. He has been instrumental in creation of Rail Vikas Nigam Ltd. an SPV for implementation of the two major components of NRVY. He has been responsible for development of public-private partnership models. As Secretary of the Railway Expert Group headed by Dr. Rakesh Mohan, He has drafted the reform programme of Indian Railways. He has negotiated for multilateral funding with ADB and World Bank. He has worked as Consultant in ADB’s short TA programme in Sri Lanka for Sri Lankan Railway in May 2001. He helped Sri Lankan Railways examine the relevance of privatization and Public – Private partnership initiatives taken by IR in the context of Sri Lankan perspective. He has immense experience in Railway operations and has worked as Assistant Operating Superintendent, Divisional Operating Superintendent, Sr. Divisional Operation Manager on Delhi Division, Chief Area Manager Bikaner Division of Northern Railway and Dy. Chief Operating Superintendent on Northern Railway. He has participated in various Workshops/Conferences which include workshop on Mass Privatisation Technique in Feb., 1996 at Washington, UNESCAP and World Bank Workshop on Border Crossing & Trade Facilitation for South Asia in Bangkok in April, 1999 – Chaired a Session, European Rail Research Institute & RDSO Workshop on safety in Feb., 1998 in New Delhi. Presented a paper on challenges before IR. Apart from other country level seminars and workshops and presented papers in India and abroad. |

Mr. Harish Chandra, Member of Indian Railway Accounts Services from 1979 Civil Services Examination Batch, has assumed the charge of the post of Director(Finance) of Rail Vikas Nigam Limited, New Delhi on 11th March, 2005. |

Mr. Satish Agnihotri, M.E. (Structures) and B.E. (Civil) from IIT, Roorkee, joined the Indian Railway Service of Engineers in 1984. Before joining as Director (Projects) of the company on 4th July 2007, he headed the Metro Project Directorate of Ministry of Railways dealing with upcoming metro lines in metropolitan cities. While working as OSD to Member Engineering, he was involved in laying down the policies, standards, planning, implementation and monitoring of infrastructure projects all over Indian Railways. As Executive Director (Corporate Coordination) & OSD/Chairman Railway Board, he was engaged in substantive decision making in the Ministry of Railways. In his career, spanning over 24 years, he worked on important projects including construction of a double line bridge over river Ganga, doubling of tracks, major yard remodelings, etc. He worked on the Rajdhani Route of Allahabad Division, the most prestigious track on Indian Railways, as Maintenance Engineer progressively as Assistant Engineer, Divisional & Senior Divisional Engineer. He was largely responsible for raising the speed potential of Rajdhani route from 130 to 160/180 KMPH by upgrading the track geometry and strengthening of track. He was also deputed to Japan for undergoing training in Tunnel and Tunneling organized by Japan International Corporation Agency (JICA). Through UNDP, he was deputed to Germany, France and Austria for extensive training on maintenance of high speed track and upkeep of track machines. While working as Executive Director/Track Machine, he visited Germany, France, Italy and Russia as the team leader for development of high output track machines. Along with Chairman, Railway Board, he attended the Conference of Chief Executives of world railways in Japan, organized by UIC. |
